In the past few days, we hope many of you have seen the video from U.S.
Senator Ted Cruz (R-Texas) publicly highlighting the critical role that
Amateur Radio Service volunteers fulfill during disasters; praising and
thanking ham radio operators who provide essential communications when
disasters knock out power and cellular networks and communities are cut
off. (Link below, but please read this information first).
Senator Cruz is Chairman of the Senate Committee on Commerce, Science,
and Transportation. He pointed out that Amateur Radio Operators are
ready to respond, ready to serve, and ready to make a difference in
times of need. He ended his statements by thanking ham radio volunteers
for their courage and commitment and noting that Amateur Radio’s work
strengthens our communities.
ARRLs Washington team has been working hard in the background building
support for the Amateur Radio Emergency Preparedness Act which will
bring relief to the thousands of Ham radio operators who live with
antenna restrictions in private neighborhoods. Both licensed Amateur
Radio and GMRS operators have generated 160,000 letters to elected
representatives in Congress on behalf of this legislation. If you
haven’t yet done so, you can send letters of support easily by simply
pasting this link into your web browser:

Sen. Cruz's video is designed to encourage further support to bring the
Amateur Radio Emergency Preparedness Act (HR 1094 & S 459) for a vote
before the end of this session of Congress. Now is our opportunity to
raise awareness to our federally elected officials about the effective
response from the Amateur Radio community to disasters in our Division
like wildfires, atmospheric river floods, Tropical Storms and Hurricanes
and of course earthquakes. We should also raise awareness for the hard
work invested by Amateur Radio Operators on projects like “the Beacon
Exercise” and hundreds of public service events across our communities
that are made safer because of Amateur Radio Volunteers.
Antenna relief remains the #1 issue for discussion at ARRL Pacific
Division Ham Fests, especially in heavily populated areas across our
division. Living in “the country” without restrictive HOA covenants
is not an option for many Hams.
This is where we are asking your help with moving these bills to the
next level.
First, If you haven’t yet done so, send your letters of support easily
by simply following the link

Second, go to https://congress.gov and enter your address. This will
bring up links to email or call the offices of your two U.S. senators
and your House representative. Whether you call or write an email,
please state something like:
"On behalf of the hundreds of federally licensed Amateur Radio operators
in your district, I want you to be aware of the recent video by Senator
Ted Cruz supporting the tax-free, volunteer community work licensed
Amateur Radio operators undertake in providing communications in times
of public need and disaster. To this end, I’m asking you to support
and become a co-sponsor of bills HR 1094 or S 459, the Amateur Radio
Emergency Preparedness Act. Thank you for your consideration."

It takes about 5 minutes to navigate the webpage of each of your
congressional representatives to send an email.
Even if you live in a neighborhood without antenna restrictions or you
do not participate in emergency or public service communications, many
of your fellow Hams do, and they need your support. More importantly,
emergency communications are the key link to gain support of elected
officials for successful passage of this vital legislation. Please
share this email with your club members and fellow Hams, even those who
are not ARRL members. Working together, we can ensure that Hams in
vulnerable subdivisions and neighborhoods because of antenna
restrictions will be able to respond effectively when needed.
